The short answer is that LED bulbs are only officially road legal where the entire headlamp unit has been designed and type approved for LED use. If a vehicle was originally designed for halogen or xenon bulbs, fitting an LED replacement bulb into that housing is not officially approved under current UK rules.
LED headlights are legal when the complete headlamp assembly was built and approved for LED use by the vehicle manufacturer. This is common on many newer vehicles that came with factory LED headlights from new.
If your car originally came with halogen headlights and you fit LED replacement bulbs into those housings, that setup is not officially type approved for road use in the UK. The same concern applies when LED bulbs are fitted into housings not specifically designed for them.
In practice, many drivers do use LED bulbs without any issues. This is especially true where the bulbs are good quality, correctly installed and produce a proper beam pattern.
